STATE OF WASHINGTON

Plaintiff

vs.

RYAN HELL

Defendant — pro se

Public evidence portal · Operation Gridlack

The sequence the State’s case requires you not to see.

The State’s narrative is short, clean, and linear — and it never happened. What follows is the actual sequence of events on and after July 4, 2024, corroborated by a sworn notarized witness statement and a defendant’s motion to preserve evidence filed in June 2025. Read in order. Every entry is sourced.

What the State alleges, in full

  1. 01. The defendant solicited a tow.
  2. 02. The defendant refused to pay.
  3. 03. The defendant made threats to shoot.

Three counts. Three sentences of factual allegation. Compare to the sequence below.

Phase 1 · Before the call

A camping trip, an insulin emergency, a flat tire

July 3 → July 4, 2024 · overnight

SWORN

Camping with medical dogs at Colockum Wilderness, near Malaga, WA.

Ryan and Gina camped overnight in the Colockum Wilderness, a ~1,000-acre preserve, on Gina's medical-dog routine. Coordinates from the original CAD: 47.265400° N, 120.152100° W.

Morning, July 4

SWORN

Gina realizes she has no insulin. She is Type 1, insulin-dependent.

On waking, Gina tells Ryan she does not have her insulin with her. Ambient temperature near 100°F. No water, no food readily accessible. Ryan — long-time guardian of his late mother, a lifelong Type 1 diabetic — recognizes the metabolic stack that produces DKA.

Mid-morning, July 4

SWORN

A nail-leak slow flat. Ryan manages it himself.

Ryan finds a slow leak in his tire from an unattended nail. He removes the alloy wheel to protect it; the spare is also low. He chooses to drive on the soft spare — a $100 part for a 2007 F-150. The vehicle is operational. He is not stranded. He is not waiting for help.

Phase 2 · The 911 call

A medical-aid call to RiverCom 911

Afternoon, July 4 · Kittitas County

RECORD

Ryan calls 911 for emergency medical aid. He does not request a tow.

The call originates in Kittitas County and is redirected to RiverCom 911 (Chelan/Douglas). The CAD logs the call. Ryan's June 2025 motion to preserve evidence states on the record that he explicitly declined roadside assistance despite dispatch's insistence — a position consistent with everything that follows.

~45 min after the call

SWORN

The responder is RiverCom's Operations Manager — Jeremiah Johnson.

The man who answered the medical-aid call personally responded on scene. He was, at the time, the acting Operations Manager of RiverCom 911 — the same agency that took the call. He has since parted ways with RiverCom.

Phase 3 · The diversion

Driven to a private residence with no cell service

Same afternoon

SWORN

No ambulance is dispatched. Ryan and Gina are driven to Johnson's home instead.

When Ryan points out that the hospital is closer, Johnson tells him an ambulance is already en route to the residence to pick them up. No ambulance ever arrives. Gina swears to this exchange in her notarized statement.

At the residence

SWORN

Ryan refuses any vehicle services. The Johnsons acknowledge the refusal.

At the residence, Ryan tells Jeremiah and Jana Johnson — several times, per Gina's sworn statement — that nobody is to touch his truck, no services are authorized, and he only needs air put back in a tire. Both Johnsons acknowledge the refusal.

Phase 4 · The extortion

$1,000 cash for a vehicle no one was authorized to touch

~1 hour later

SWORN

Brandon Huntington arrives driving Ryan's truck. Followed by a red B&T Towing truck.

B&T Towing of Cashmere, WA — a dissolved Washington LLC with an FMCSA "NOT AUTHORIZED" status (USDOT 4137574). The red truck arrives with an ATV on its bed. Brandon demands $1,000 cash for return of the truck.

Cash, no card, no calls

SWORN

Ryan offers card. Refused. Offers family-arranged payment. Refused. Asks for an invoice. Refused.

Per Gina's sworn statement: the Johnsons' phones have signal; Ryan's does not; he is refused access to theirs. He cannot pay by card, cannot call family, cannot get paperwork. The keys are withheld. There is no path to lawful resolution that they will accept.

No medical care rendered

SWORN

Gina, in acute medical distress, is given a granola bar and water.

No clinical assessment. No ambulance. No transport. Per Gina's own statement, the food "likely saved my life." The ambulance Johnson said was en route never arrives.

Phase 5 · The inversion

When Ryan reaches for an authority Johnson can't control

During the standoff

SWORN

Johnson tells Ryan the Sheriff is his buddy — calling won't help.

Per Gina's sworn statement: when Ryan mentions calling the Chelan County Sheriff, Johnson — the 911 supervisor — tells him the Sheriff is his buddy and it is not going to do anything to call.

The pivot

SWORN

Ryan invokes Washington State Patrol — out of Johnson's reach.

Per Gina: "Ryan then said then he will call Washington State Patrol, and they are the big guns who can handle it."

Simultaneously

SWORN

The threat allegations begin — at the same moment Ryan invokes WSP.

Per Gina's sworn statement: "This is the same time about, the group started saying Ryan threatened them. That did not happen." The State's central allegation originates at the precise moment the defendant reaches for an out-of-county authority.

Phase 6 · The arrest

Deputies arrive — and the truck problem disappears

Hours into the encounter

RECORD

Ryan is arrested. Three counts of alleged threats. No audio of the alleged threats is produced.

The charges rest on the allegation introduced at the moment Ryan reached for WSP. The State has produced no audio or video substantiating the alleged threats. Ryan is taken into custody.

After Ryan's removal

ACCOUNT

Gina is released from the scene. She drives the truck home.

With the primary target of the encounter in custody, the "tow" is no longer needed. Gina is allowed to leave in the truck — the same truck that, an hour earlier, allegedly required $1,000 cash to release. The leak catches up with her near Cle Elum; AAA on her sister's account tows her the rest of the way.

Phase 7 · Aftermath

What the record shows in the weeks and months after

Within weeks of July 4

RECORD

Gina is hospitalized in ICU for diabetic ketoacidosis.

The medical emergency Johnson declined to treat on July 4 produces a clinical, third-party-documented DKA admission within weeks. A second DKA ICU admission follows later. The condition that an ambulance would have addressed is now in her medical record.

Since July 4, 2024

RECORD

Jeremiah Johnson has parted ways with RiverCom 911.

The Operations Manager who personally responded to the medical-aid call no longer holds the position.

Phase 8 · The proceedings

Five attorneys. A pro se motion. A blank-basis competency order.

July 2024 → present

RECORD

Five successive court-appointed attorneys.

The first attorney resigned within three days. The second went approximately eight months without communication or motion practice. Successive replacements followed.

June 2025

FILED

The defendant files his own motion to preserve forensics evidence — pro se. Denied, exculpitory spoilation resulted.

The motion lists every category of evidence by name: 911 audio, CAD files, Sheriff communications including personal-cell channels, unedited body and dash camera footage with metadata and chain of custody, records confirming the alleged victims' employment as RiverCom dispatchers, and call-center logs. It is the documentary foundation for any spoliation challenge.

After Ryan declares intent to sue counsel via email

RECORD

The court orders a competency evaluation. The factual-basis section of the order is blank.

The competency evaluation is ordered after Ryan, having sent a written declaration of intent to sue his court-appointed counsel and having warned counsel to speak in court so he would not be forced to speak for himself, is forced to speak for himself when counsel again refuses. The order's factual-basis section is blank.
